FIND OUTMORE For more information on the FIS work on productivity and details of tools available from the CLC visit www.thefis.org/knowledge-hub/contractual-and-legal i www.thefis.org 27 It should be noted that not all productivity issues related to COVID are negative and that, whilst the number of operatives may well be restricted on site, tighter control of programming and zones help to balance out some of increased downtime by improve output of an operative whilst working. Evidence on this is anecdotal at the moment, but it would be helpful to understand and learn from this experience and create a common way to assess tools that may help to enhance productivity. Quantity Surveyor Damian James has been supporting FIS in looking at how the finishes and interiors sector can build on the work of the CLC and establish tools to consistently quantify, lost productivity and better index key metrics within the sector so changes can be monitored effectively in the future. “As a Quantity Surveyor I base work on productivity around the concept of The Measured Mile. Simplistically this means creating a control period when labour/material production on the project was at its normal rate. When you compare this typical day of work with the amount of work achieved on an affected day, then the difference shows how much the contractor has been impacted. We then have a clear base to negotiate against the original contract. The concept is simple, but the challenge is being clear about what you are measuring and gathering that data together. “Ultimately if we can standardise and find methods to compare across the sector, we can create a very useful tool that will help to reduce disputes and potentially support a more progressive approach to future tendering.” 6.
